Background

The story of Marquet D. Johnson begins with a man who, at face value, seemed like a trusted figure in the justice system, only for his actions to reveal the horrifying depths of corruption within a privatized sector.

Marquet D. Johnson was born in 1979 and grew up in West Memphis, Arkansas. Details about his upbringing are scarce, but by 2019, Johnson, at 40 years old, was employed as a prisoner transport officer for Inmate Services Corporation (ISC). ISC is a private company responsible for transporting detainees across state lines, operating under the expectation that officers like Johnson would uphold safety, security, and trust. However, Johnson would soon exploit this position in unimaginable ways.

Crimes

As a prisoner transport officer, Johnson was entrusted with the lives of those in his custody—individuals who already lacked freedom and agency. What should have been a role of protection and professionalism instead became an opportunity for Johnson to prey on the vulnerable.

The first reported incident took place in July 2019. Johnson was tasked with transporting a female detainee from Spencer, Indiana, to San Marcos, Texas. During a scheduled stop at ISC’s headquarters in West Memphis, Arkansas, Johnson coerced the detainee into performing a sex act. It was an egregious abuse of power, but sadly, it was only the beginning.

Just a month later, in August 2019, Johnson was again responsible for another transport—from Baker County, Oregon, to Warrensburg, Missouri. The situation escalated. Johnson stopped at a hotel in Missouri during the journey, where he violated the female detainee in his custody. The next day, while en route to their destination, he diverted the transport van to a secluded area and forced her to perform a sex act on him. By this point, his behavior was becoming bolder, his actions even more calculated.

The most harrowing incident occurred in November 2019, ultimately leading to Johnson’s downfall. He was assigned to transport a detainee referred to as T.P. from Santa Fe, New Mexico, to Delta County, Colorado. During a stop near Albuquerque, Johnson’s partner left the transport van to grab breakfast, leaving Johnson alone with T.P.

Seizing the opportunity, he ordered her to the back row of the van. He removed her ankle restraints, loosened her handcuffs, and, despite her protests, pulled out a firearm and pressed it against her cheek. Terrified and unable to defend herself, T.P. was violated.

But T.P. wasn’t silent. When they arrived at the Delta County jail, she bravely reported the assault. She requested a rape kit, and the DNA evidence later confirmed Johnson’s involvement. Her courage set off the chain of events leading to Johnson’s arrest.

Once T.P.’s report was filed, the FBI launched a thorough investigation. What they discovered was even more horrifying than anyone could have imagined: Johnson had been violating female detainees for an extended period. Throughout their inquiry, investigators found that he had assaulted at least 15 women across multiple states.

Even more disturbing was the revelation that 5 of the attacks came after T.P. reported him because ISC allowed him to continue working.

His methods involved coercion, threats, and, in some cases, the use of a firearm to enforce compliance.

Legal Proceedings

In December 2023, after the weight of the evidence against him became undeniable, Marquet D. Johnson pleaded guilty to violating the civil rights of multiple female detainees. He admitted to using his authority to sexually assault women in his custody and acknowledged using a dangerous weapon in at least one of the incidents. Under the plea agreement, he faced a sentencing range of 27 to 30 years in federal prison.

On April 16, 2024, U.S. District Judge Kea Riggs delivered the maximum sentence: 30 years in federal prison. In addition to his prison term, Johnson was ordered to serve five years of supervised release upon completion of his sentence and to register as a sex offender. Judge Riggs didn’t hold back in her sentencing remarks, stating, “You violated the public trust with people who could not protect themselves. There is nothing worse.” Her words underscored the gravity of Johnson’s betrayal and the irreversible harm he caused.

While Johnson will spend decades behind bars, the fight for justice doesn’t end there. His actions revealed a broken system in desperate need of reform and a call to ensure that no other person in custody suffers the same fate.

According to reports, ISC has faced multiple lawsuits and is no longer operating.
